Copilot Credits: usage-based billing included by default

Update of October 1, 2026: Microsoft postpones the launch to December 1, 2026 and excludes France at first (Partner Center, announcement of October 1, 2026).
Any new Copilot Business license bought through CSP from November 2, 2026 includes usage-based billing, which opens Copilot Cowork, the Work IQ APIs and GitHub Copilot Harness; no cap is set by default at the organization level.
